ORGANISATIONAL BACKGROUND
Transparency International Uganda (TIU) is a national chapter
of Transparency International – The global coalition against corruption.
TIU is a registered NGO with the Uganda NGO Bureau contributing towards
a corruption free Uganda where the citizens actively condemn corruption
and demand for accountability while leaders and public officials uphold
the principles of good governance. TIUs’ jurisdiction is country wide
and addresses all forms of corruption with specific emphasis on grand
and political corruption.
The organization was founded in 1993 as a pressure group to bring together peoples’ voluntary initiatives to enhance accountability, transparency and integrity among all Ugandans. In 1996, TIU attained its accreditation as a national chapter to Transparency International whose Headquarters are in Berlin Germany.
As a member of the global anti-corruption movement, TIU is an active contributor to the TI strategic goals namely, promotion of national anti-corruption reform through concrete research and action, increasing the understanding of the link between corruption and poverty, sensitizing the general public to demand for good governance and promoting continuous institutional development.
TIUs Mode of Implementation;
The organization employs a participatory approach of
working with and through citizens and its partners to create a
corruption free society. TIU works with state institutions such as The
Parliament of Uganda, Inspectorate of Government, The Uganda Police
Force, Public Procurement and Disposal of Assets, Office of the Auditor
General, The Judiciary, the Directorate of Ethics and Integrity as a
modus operandi in promoting transparency and accountability in public
institutions of Uganda. It espouses the use of Voluntary Accountability
Committees (VACs) drawn from the local communities, Technical Working
Groups (TWGs) drawn from government institutions, and partner CSOs. From
such a holistic approach TIU has been able to make progress in
addressing matters of corruption by emphasizing transparency and
accountability of public institutions.
Organizational Thematic Areas
Promoting Transparency and Accountability in key socio-economic service delivery sectors
This Thematic areas has five (5) projects; Improving quality of
lives of Ugandans through improved governance and accountability,
improved governance and extractive industry transparency, ICT for Health
service delivery, Enhancing local government service delivery and
Enhancing Accountability and Performance of social service Contracts in
Uganda.
Projects under this thematic area are geared towards promoting
transparency and accountability at Central and Local Government in
Uganda. The thematic area aims at strengthening accountability in public
institutions at national level through partnering with Ministries and
national accountability institutions. It also aims at promoting
integrity, transparency, and accountability in service delivery with
particular emphasis on health, education, local government, finance and
production sector. These projects have targeted districts in greater
Masaka region, Hoima, Buliisa, Moroto, Nakapiripiriti, Lira, Oyam,
Apach, Mubende, Nakaseke, Mityana, Nebbi, Ntungamo and Kampala.
Strengthening Accountability in Democratic Processes;
This strategic area is geared towards strengthening the already
existing laws but also promoting democracy as a form of good governance
through empowering citizens to effectively understand the electoral
process, monitor and report electoral malpractices.
Enhanced Citizen Participation in the governance of Natural Resource
The environmental degradation in Uganda is progressing at a
very alarming rate. Environmental conservation to date remains a very
critical issue. Exploitation of minerals has led to many hazards such
as displacement of people, health hazards, land wrangles among others.
This is taking place despite the fact that many laws and guidelines
exits to guide whatever action is taken.
This strategy aims at empowering citizens and other stakeholders to understand the various laws governing the management of natural resources, monitor their application and engage duty bearers to address the gaps that may be identified. TIU has partnered with several like minded CSOs and duty bearers to conduct in the delivery of interventions under this strategy.
TIUs Institutional Capacity Strengthened;
In order for TIU to become more efficient in delivering the above strategies, the organization seeks to strengthen her resources and management systems so as to generate the financial resources that will in turn support the organization to perform several other functions such as; building staff capacity, acquisition of assets, development and updating of internal systems and expansion of programs among others
